Short answer: Approve an LED street-light pre-production sample only after the physical unit, its model code, optical configuration, driver setting, mounting hardware and submitted test documents all match the project specification. Keep one signed configuration record so bulk production is checked against the same approved build. A sample that merely switches on or resembles a catalogue photograph is not a complete approval.
This buyer checklist starts after the road-lighting requirement and luminaire type have been defined. It does not set universal wattage, lumen, color-temperature or ingress-protection values. The responsible designer and procurement documents establish those requirements. The sample review should identify exceptions before the supplier releases a production lot, while any laboratory report must be traced to the actual model and configuration offered.
Record manufacturer, full model designation, optic code, LED package, driver make and model, programmed current or power setting, control interface, finish and accessory set. Photograph the nameplate, exterior, underside and mounting end. If a family of outputs or optics is quoted, label which exact variant the sample represents. A different lens, driver setting or mounting bracket can change photometry, electrical loading, thermal behavior or pole fit; an apparently similar housing does not make the variants interchangeable.

| Item | Check on the unit | Match to the record |
|---|---|---|
| Identity / finish | Nameplate, housing, finish, lens and access cover | Approved model and finish schedule |
| Electrical build | Driver ID, supply range and accessible control terminals | Driver/LED bill of materials and wiring diagram |
| Optical build | Lens or optic code and programmed output setting | Photometric report and IES file for this variant |
| Mechanical interface | Tenon, adaptor, fasteners, tilt and cable entry | Pole-arm drawing and installation instruction |
Ask for a document index that identifies each report's model, test configuration, date, laboratory and applicable standard or method. The IES LM-79 method covers optical and electrical measurements of solid-state lighting products; a report for another output or optic should not be treated as proof for this sample. The photometric file and road calculation should use the same variant and mounting assumptions. Treat enclosure, electrical and durability claims as separate evidence questions rather than assuming one certificate proves all of them.
A short bench demonstration can verify operation and control response for the submitted sample, but it does not replace contract-required laboratory testing. Record supply voltage and test setup, the commanded scene, measured input where specified and any abnormal behavior. Physical opening or electrical checks should be carried out only by qualified personnel under an agreed inspection procedure. Where the project requires a witnessed sample, state whether the witness is observing identity, function, fit, measurements or a combination.
Close deviations in writing. If the sample differs from the quotation or report, either approve a documented change and rerun affected reviews or hold release; do not approve by silence. Define a reference sample or image-and-measurement pack, the revision of the bill of materials and who can authorize substitutions. Then agree how production units will be checked for identity, appearance, mounting compatibility and documents. The release record should travel with the purchase order and be available to receiving inspectors.
| Gate | Required evidence | Release decision |
|---|---|---|
| Configuration | Model/optic/driver/setting/finish/accessory register | One approved build or a listed deviation |
| Performance | Applicable reports, IES file and project calculation | Evidence applies to the approved build |
| Installation fit | Adaptor/tenon dimensions and pole-arm review | No open mechanical or cable-path conflict |
| Change control | Signed sample record, revision and substitution rule | Bulk lot released by named buyer/designer |
Compare the exact offered family with the high-efficiency LED street light and modular LED street light product pages, then use the road-lighting tender comparison guide to keep commercial offers on the same technical basis. Product photographs help identify form; the order-specific sample and approved documents control release.
No. Define which variants are covered by common evidence and which need separate review or testing under the project requirements.
No. Match the tested configuration and IES data to the offered unit and the project calculation.
Treat it as a controlled substitution and review its electrical, control, thermal and document effects before production continues.
The contract should name the buyer and technical reviewer who accept the sample configuration and close open deviations.
